根据Jason Z的建议卸载.NET Framework 4.6 RC，解决了我的问题。
我确信在较新版本的PayPal SDK中，它可以与.NET 4.6配合使用，但不幸的是，现在它还没有。
在安装PayPal SDK 1.4.2而不是1.4.3时似乎也有效。
