最后，经过对谷歌的一些研究，我发现了实际出现的问题。借助此处http://forums.asp.net/post/5012037.aspx给出的解决方案，我发现捆绑包的虚拟路径必须与Web应用程序文件夹中的任何物理路径不匹配。所以，我正在调用像<webopt:BundleReference runat="server" Path="~/Content/css" />这样的bundle，而我的web应用程序的物理根路径也在css文件夹中包含一个Content子文件夹。因此，我将我的包重命名为styles，然后将其用作<webopt:BundleReference runat="server" Path="~/Content/styles" />。现在，它工作正常。
