我的猜测是Windows上的Emacs没有附带所需的库，因此(gnutls-available-p)会为您返回nil。您必须在某处安装gnutls，以便您的Emacs能够找到它，参见GnuTLS homepage。您可能必须将下载的Windows库放入Emacs正在寻找它的库的目录中。
