创建新用户时出现“权限不足”错误

我在PC上安装了Oracle 11g。当我尝试在SQL * Plus中创建用户时出现错误：

SQL>create user scott identified by scott;
                                   *
ERROR at Line 1:
ORA-01031:insufficient privilages
