我怀疑你无法解决这个问题。 Windows XP支持已经结束，因此Visual Studio 2013没有理由生成可在XP上运行的设置。
实际错误是VS为检查.NET运行时生成的自定义操作失败。我猜测代码中有些东西在XP上没有用。您不会说您的设置需要哪个版本的.NET，或者您是否先运行setup.exe将其作为先决条件安装。如果已经安装了所需的.NET运行时，那么checkfx自定义操作就不会失败，这是可能的。
