man 2 open解释了原因:

int open(const char *pathname, int flags);
int open(const char *pathname, int flags, mode_t mode);

O_CREAT:
If  the  file  does not exist it will be created. [...] 
The permissions of the created file are (mode & ~umask).

因此,如果您想要一个不可执行的文件,您可以使用:

open(out_file_cstring,O_CREAT|O_WRONLY|O_TRUNC, 0666);

0666将为所有人建议读/写(相当于常量标记S_IRUSR | S_IWUSR | S_IRGRP | S_IWGRP | S_IROTH | S_IWOTH),并且用户的umask将进一步限制对用户所选择的最终权限默认值。
