$maxStopTimeIx = 0;

$maxNoSamples = "";
$maxNoSamplesIx = 0;

foreach ($arrays as $k=>$array) {
   if ($array['StopTime'] > $maxStopTime) {
      $maxStopTimeIx = $k;
      $maxStopTime = $array['StopTime'];
   }

   if ($array['NoSamples'] > $maxNoSamples) {
      $maxNoSamplesIx = $k;
      $maxNoSamples = $array['NoSamples'];
   }
}
