我从来没有为此提出解决方案，但我可以解释原因。在我们的环境中，我们对SAML v1.1的Oracle Identity Foundation SSO使用基于表单的身份验证。
当您尝试进行身份验证时，它会将您重定向到SSO，但客户端正在尝试对实际的Web前端而不是SSO使用NTLM。要使其工作，您需要在请求中包含X-FORMS_BASED_AUTH_ACCEPTED: f标头，以便使用NTLM对WFE（而不是SSO）进行实际身份验证。
问题在于：您无法在PowerShell中向New-WebServiceProxy添加标头（最多4.0 - 我尚未推出5）。我可以为其他人提出问题的唯一建议是遵循HighlyUnavailable的建议，或者使用Invoke-WebRequest并手动构建您的SOAP调用。
