我刚遇到同样的错误。从不同系统进行测试，似乎xmlsoap.org网站不稳定不可用：
$ GET http://schemas.xmlsoap.org/soap/envelope/
Can't connect to schemas.xmlsoap.org:80 (Connection timed out)
所以你最好的办法是在本地缓存它。
