PHPmailer发送带有wamp错误的电子邮件SMTP（10061）

Question

我想从我的localhost用WAMP发送带有PHP的电子邮件/ SMTP 但它给了我以下错误：

SMTP - ＆gt;错误：无法连接到服务器：无法建立连接，因为目标计算机主动拒绝它。  （10061）
