ContextSingletonBeanFactoryLocator正在查找资源类路径*：beanRefContext.xml，因此beanRefContext.xml文件必须位于类路径中，ref this link，

将beanRefContext.xml移动到类路径中的文件夹中，这样可以解决问题。
