如何以编程方式更改其他应用程序的通知（使用root或不使用root）

是否可以更改其他应用的发布通知（替换来自我的应用的通知）。我知道在android 4.3中存在阅读通知功能（https://developer.android.com/reference/android/service/notification/NotificationListenerService.html），但我需要从我的应用程序替换notif上的存在通知。
