Gems有时会针对本地库构建，因此它们需要可用。

看起来您的系统有一个非常旧版本的Ruby（1.9.1），但您正在运行Rails 4环境。安装Ruby 2.x（1.9.3也可以）。如果你在Linux上运行，你可能已经安装了所需的库;如果在OS X上，我建议使用X Code，home brew和像RVM或rbenv这样的ruby版本管理器。
