尝试这些，当我有更多时间更新时，我会回来的：

1）切勿在Windows的“程序”文件夹中安装XAMPP。这将导致特权问题。如果你已经在其他地方重新安装它。

2）必须使用Apache（Xampp）安装配置sendmail.ini中的所有设置。您提供的php.ini部分不是完整文件或具有这些设置的部分。例如，我不认为你的SMTP端口真的是995（我可能是错的）。

4）SMTP应该可以正常工作。您使用其他邮件服务器（本例中为Gmail）发送邮件。您实际上也可以将您的计算机用作服务器，但这是一个完整的问题。
