经过一整天的测试后，我最终弄清楚导致我的具体问题的原因。事实证明，Paypal喜欢使用多个IP将沙盒中的信息发布到您的服务器。我正在使用htaccess阻止除了我的IP地址以外的所有网站（有一台服务器，但我真的很接近上线，这是禁止我打开网站的最后一件事）。在抓住我认为的所有Paypal沙箱IP后，我在htaccess中打开了这些。事实证明，与一次性付款方式相比，Paypal使用不同的IP来发布订阅方法中的数据。一旦我发现并将IP添加到htaccess中，我的问题就消失了。
