您无法在服务中真正创建对话框,但您可以使用此post底部答案中的系统警告对话框。

他说你需要添加对话类型

dialog.getWindow().setType(WindowManager.LayoutParams.TYPE_SYSTEM_ALERT);

并且您还需要获得权限才能在清单中使用它

<uses-permission android:name="android.permission.SYSTEM_ALERT_WINDOW"/>

现在这只是你真的需要一个对话框,但我真的不建议在服务中使用对话框。

没有活动就无法显示对话框。您的代码显示了与applicationContext的对话框,因此会导致错误。
