从1.3升级到2.4后，我刚刚遇到了完全相同的错误。我没有调查过，但我认为新配置是在2.4中添加的。在任何情况下，都会出现问题，因为webforms数据库的连接字符串位于forms.config中。在其中一个升级步骤中，该配置被“重命名”（由安装程序添加）到sitecore.forms.config，保留旧配置。新的默认配置显然没有正确的连接字符串，所以配置它并删除旧的配置解决了它。

尝试在Sitecore.Forms配置文件中使用数据库服务器的FQDN。这就是为我修复这个错误的原因。
