onGpsStatusChanged只调用一次

但是只有在启动服务时我的onGpsStatusChange才会被调用。 一旦应用程序启动它运行并说：预启动，停止，启动。 然后，即使我关闭GPS，Wifi和移动数据+飞机模式就不再工作了。
