几天后，我终于找到了问题来源（具有讽刺意味的是，当我决定放弃，继续前进）。

当我做的时候 which bundle和which gem 他们不是来自同一个红宝石装置。 bundle来自rbenv和来自mac osx上预装ruby的gem。

可能有权限问题。可以使用：

sudo捆绑软件安装-不带任何内容--path vendor / cache

Gem install pg有效但bundle安装失败
