如果您遇到这种情况，请删除所有工作流程管理器数据库并重新安装。这对我有用。

看起来像服务总线版本问题。使用Web Platform Installer安装正确的。

此时我运行Workflow Manager Refresh 1.0和servicebus 1.0 CU。
