对不起，我自己找到了解决方案。

由于该文件不在Hadoop文件系统中，我应该将mahout作为本地文件运行。

export MAHOUT_LOCAL=TRUE

由于“export”在unix中配置系统环境变量，因此类似的命令应该在Windows中执行。试试：

SET MAHOUT_LOCAL=TRUE
