您的Procfile与settings.py/manage.py或外部的路径是否相同？我有类似的问题，并将我的个人资料在项目目录中上移一级。这就是foreman在普通Django项目上执行的方式。但是，我正在用wsgi运行它。

Procfile： web：python manage.py collectstatic --noinput; gunicorn your_project.wsgi -b 0.0.0.0:$PORT

看起来您没有安装所有必需的应用程序，因此缺少collectstatic和run_gunicorn。确保您的requirements.txt具有Heroku所需的所有必需包。
