经过4天的谷歌搜索并尝试不同的解决方案最后我发现因为我的计算机上有VS2010和VS2013，使用vs2010部署使用.net 4.5 SDK，它有不同的 PublicKey ，然后安装无法验证安装文件安装失败。 最后卸载.net 4.5 SDK让我成功了。
