Windows服务要记住的一件事是，默认情况下，它们在LOCAL_SYSTEM帐户下运行。这意味着应用本地卷的权限（当然可以拒绝LOCAL_SYSTEM访问任何给定的文件夹），并且LOCAL_SYSTEM无权访问任何网络卷。

我不熟悉pywin32的ServiceFramework，但根据您的代码和错误消息，我打赌您在path_to_watch时遇到问题。

我假设您已清理了示例的文件夹名称，而您实际上并未查找folder。

怎么样：

您使用的是文件夹的完整路径吗？该服务的当前工作目录可能不是您所期望的。
您是否在文件夹路径中转义任何反斜杠？
