return ["Hello World".encode("utf-8")]

DemoApp被调用;使用DemoApp.__init__的返回值。

DemoApp.__init__什么都不返回(你不能在构造函数中返回任何东西)。

尝试关注而不是DemoApp类:

    start_response('200 OK', response_headers)
    return ["Hello World"]
