我还尝试将jar添加到WEB-INF / lib但它不起作用（而且由于设计不佳，我也不喜欢这种方法）。有任何想法吗？

尝试删除行<scope>provided</scope>以获取jstl依赖关系。 “提供”范围意味着库可以从容器中获取，因此Maven不会打包它。
