但是，您的第一个persistence元素声明是正确的，而第二个元素已被弃用。

并且错误似乎与OpenEJB相关联。也许你把它作为瞬态依赖，并引用旧版本，但这只是一个假设。

另一件事是您正在使用javax.inject并且我不确定它在Tomcat上是否可用独立。

你应该使用功能齐全的应用服务器（glassfish，jboss，也许是TomEE）而不是增强型Tomcat，它虽然是一个 servlet容器，但要避免这些兼容性问题。
