无效的PHP配置错误Google应用引擎

按照与此处https://developers.google.com/appengine/docs/php/gettingstarted/installingwindows相同的步骤进行操作 但是当我打开localhost时我得到了这个错误

'module' object has no attribute 'STARTF_USESHOWWINDOW' 

并且页面标题显示无效的PHP配置。也为python可执行文件设置的路径设置正确...
