不一致的postgres语句超时

我将postgres statement_timeout设置为较低的值，以避免长时间查询：

ALTER DATABASE web SET statement_timeout = '28s';

显然，一些长篇陈述确实会超时，有些则不会而且只是停滞不前 什么可能导致这种不同的行为？
超时是否取决于查询类型？在交易阶段？在其他什么？
