我认为问题在于您调用XSLT generate-id()函数的方式。括号{}的语法通常仅适用于""引号内。现在发生的是为所有ID分配了文字字符串{generate-id()}。我建议你用<xsl:value-of select="generate-id()"/>替换这些出现，然后再试一次。
