我遇到了完全相同的问题，并尝试了可能重复Basic maven plugin project not working, Mojo plugin descriptors not generating中提供的每个提示，但没有任何效果。最终结果发现，其他第三方模块使用的库2.6.1的旧版com.ibm.icu:icu4j负责。我完全摆脱了icu4j依赖关系，maven-plugin-plugin运行后出现问题。
