proc.StartInfo.FileName = Path.GetFileName(RegDefaultBrowserPath);
proc.StartInfo.WorkingDirectory = Path.GetDirectoryName(RegDefaultBrowserPath);

将完整文件名传递到FileName属性不足以设置已启动文件的当前工作目录。
