请将<s:form action="welcome" validate="true">更改为<s:form action="Welcome" validate="true">。

在标签的操作属性中使用“欢迎”而不是“欢迎”。大写“W”

命名空间[/]和与上下文路径[/ projectName]关联的操作名称[actionName]没有映射。
