命令python manage.py runserver 0.0.0.0:$PORT collectstatic --noinput无效，您尝试在一个中完成两件事。

python manage.py runserver 0.0.0.0:$PORT

python manage.py collectstatic --noinput

将它们分开作为单独的命令，我建议将runserver放在Procfile中并在shell中运行collectstatic。
