您应该使用CONFIGURE_OPTS而不是RUBY_CONFIGURE_OPTS。

获取openssl目录位置：

brew --prefix openssl

这是我用来在MacOS上安装2.0.0-p247的最后一个命令：

CONFIGURE_OPTS="--with-openssl-dir=/usr/local/opt/openssl" rbenv install 2.0.0-p247
