你的清单有点不稳定。

您定义了自己的Exec["apt-get update"]，尽管apt模块声明了apt_update您可以使用
class { 'apt': } include apt是多余的。除非您需要声明参数，否则请避免使用class { }语法。

这些都是相当复杂的问题。可能会打破你的依赖是

apt::builddep { ["python-imaging","python-lxml"]:
    require => Class['apt'] 
}

这需要似乎没有意义，我建议你让apt模块处理它自己的内部依赖/排序，然后它应该Just Work。
