EDIT2:为此重新编写了我的整个代码,它仍然无效。即使设置背景颜色也不起作用,这让我相信我的paintComponent存在问题。

First JFrame.setVisible(true);应该在进行布局的pack()之后最后完成。

图像可能更好地驻留在应用程序(jar)本身,然后您可以使用getClass().getResource("...")。 它们应该在外部画面中加载,比如在构造函数中。我猜,这是测试代码。
