为避免这种情况并确保Web项目已编译并包含在cspack中，我提出了一个比Swell's answer中引用的更简单的过程 - 特别是它不需要更改项目文件，但只能按照精确的顺序调用两个目标：

在Configuration Manager中确保将在所需的解决方案配置中重建Web项目（例如，确保它是在Release配置下构建的）;
确保Web项目不是云项目的构建依赖项;
重建解决方案，例如

MsBuild solution.sln /t:Rebuild ...
```
这样就可以重新编译Web项目。
