现在判断可能为时尚早，似乎从FilePathResult更改为FileContentResult已经解决了问题。

var fileBytes = System.IO.File.ReadAllBytes(fileInfo.FullName);
return new FileContentResult(fileBytes, "text/xml")

我不确定FilePathResult最终会在内部执行什么操作，但是，使用ReadAllBytes读取文件似乎可以避免此问题。
