解决方案是：

在http://dev.mysql.com/get/Downloads/Connector-C/mysql-connector-c-noinstall-6.0.2-win32.zip/from/pick下载zip并将libmysql.dll文件从那里复制到ruby目录（C：/ Ruby200 / bin）。然后从Rails应用程序访问MySQL应该可以工作。
