我第二次遇到同样的问题。

以下是允许我解决问题的步骤：

卸载所有Xamarin产品（Xamarin Android，Xamarin Studio等）
转到C：\ Program Files（x86）\ Microsoft Visual Studio 10.0 \ Common7 \ IDE \ Extensions并删除Xamarin文件夹
转到C：\ Program Files（x86）\ Microsoft Visual Studio 11.0 \ Common7 \ IDE \ Extensions并删除Xamarin文件夹
根据需要安装Xamarin Studio或只安装mono-android-4.8.00013.msi
