Webrat版本可能与您的rspec版本不兼容。尝试安装该特定版本：

sudo gem install webrat --version "=0.4.4"

你可能正在使用辐射，很可能你有config / environments / test.rb说：

config.gem "webrat", :version => "~>0.4.4", :lib => false

删除version => "~>0.4.4",并开始工作。
