如果你没有指定另一个,那么

Administrator(string t, string r, string s, double sa);将尝试调用基类的默认构造函数。 (默认构造函数是可以不带任何参数调用的构造函数)

基类没有默认构造函数,错误。

调用基类的另一个构造函数:

Administrator::Administrator(string t, string r, string s, double sa) :  
SalariedEmployee(<args>), //base constructor call
title(t), responsi(r), super(s), salary(sa) //members
{
