$cfg['Servers'][$i]['controlpass'] = '<password here>';

至少需要配置这两行，如果您刚刚进行了基本安装，则它们都是空白的，或者用户名是root，密码是空白的。如果您分配了用户名和密码，则会在这些字段中输入，并且由于您的允许没有密码设置为false，因此您需要使用用户名和密码设置数据库或将该值设置为true。在本地测试时没有密码是好的，不是在你将它上传到你的实时服务器时。
