来自doc：

要使表单元素的值包含在序列化字符串中，元素必须具有name属性。

在HTML输入中没有名称，因此serialize返回一个空字符串。解决这个问题，比如......

<input type="text" name="keywords" ng-model="keywords" placeholder="enter name...">
<input type="text" name="desc" ng-model="desc" placeholder="enter description...">

而且，顺便说一下，你不必将Angular $element包装成jQuery函数：$element.serialize()可以正常工作。
