我想出了一个似乎可行的解决方案。
因为一旦id被初始设置，一切似乎都有效，我只是在创建动作下在控制器中手动链接它：

@human_volunteer.workaddress.save
@human_volunteer.workaddressid = @human_volunteer.workaddress.id
