你安装了Cygwin吗？ This article （日语）提到此错误并指向this SO question，这表示您确保安装了Cygwin和可能的ncurses。评论链接到this article，也可能包含有用的信息。
看起来问题是heroku正在你的shell中寻找tput命令，该命令不可用（我认为它附带ncurses）。
对于堆栈跟踪，看起来pg gem不在生成环境将执行它的Gemfile中。没有必要在Windows上安装pg只是为了让部署工作。在:production中为此创建一个Gemfile群组。
