您的文件可能使用的是不受支持的个人资料，请注意官方media formats页面仅列出H.264 AVC支持的基线配置文件。
尝试按this stackoverflow question中的建议转码指定基线配置文件的视频，即如果您的容器是MP4运行：
ffmpeg -i yourfile.mp4 -c:v libx264 -profile:v baseline -level 1 yourfile_BaselineProfile.mp4
如果这样可以解决问题，那么您只需要使用支持的格式。

VideoView类不允许播放MP4文件格式的视频。请完成this link for Android Media Formats。尝试使用Daroon Player
