:development应该是一个群体，而不是宝石。试试这个：

group :development do
  gem 'sqlite3', '1.3.5'
end

这意味着开发组内的所有gem都应该加载到开发环境中。在这种情况下，在生产或测试中运行时，您将没有sqlite gem。

同样适用于制作组。

仅在编译Asset Pipeline的资产时加载资产组。
