终于找到了答案;因此回答我自己的问题。

原来有两个IDependencyResolver：一个System.Web.Http.Services，一个System.Web.Mvc。

编译并在非调试中运行。

System.Web.Http.Services.IDependencyResolver 是正确的。

System.Web.Mvc.IDependencyResolver似乎会导致问题。

使用HttpSelfHostServer和IDependencyResolver时“违反了继承安全规则”
